Exclusive Interview: Lockheed Martin’s Joseph Rank on Innovation and Partnership

In an exclusive interview with Defense Arabia, Lockheed Martin’s Chief Executive for Saudi Arabia and Africa, Joseph Rank, provides insights into the company’s strategic collaboration with both regions.

Rank discusses Lockheed Martin’s pivotal role in supporting Saudi Arabia’s Vision 2030, including the localization of defense manufacturing and the development of local talent. Furthermore, he sheds light on the company’s expansion plans in Morocco and Egypt, as well as its contributions to strengthening the US-Egypt strategic partnership.

1. Could you elaborate on Lockheed Martin’s commitment to the Kingdom’s Vision 2030 and how it aligns with the company’s future security solutions vision?

A: Lockheed Martin is deeply committed to supporting Saudi Arabia’s Vision 2030. Our vision for future security solutions is closely aligned with the Kingdom’s goals of diversifying its economy, localizing defense manufacturing, and fostering technological innovation. We are dedicated to advancing the security and prosperity of Saudi Arabia by investing in local talent development, creating high-tech job opportunities, and establishing local partnerships.

In collaboration with the General Authority for Military Industries (GAMI), we support their vision to localize and grow the military industries sector. Our efforts contribute to increasing the capability of national military manufacturing and achieving the localization targets set for 2030. GAMI aims to localize over 50% of the Kingdom’s total military spending on equipment and services by 2030, thereby enhancing Saudi Arabia’s independence, military readiness, and security.

Our initiatives include localizing production, transferring technology, and providing advanced training programs. By leveraging our expertise and cutting-edge technologies, we aim to significantly contribute to the Kingdom’s defense capabilities and economic growth, supporting GAMI’s ultimate goal of achieving a high localization rate and reinforcing the Kingdom’s strategic autonomy.

2. What are the key challenges and opportunities in localizing the manufacturing and maintenance of defense systems in the Kingdom?

Localizing the manufacturing and maintenance of defense systems in Saudi Arabia presents both challenges and opportunities. One key challenge is developing the necessary infrastructure and skilled workforce to support advanced defense technologies. Additionally, aligning local regulatory and industrial standards with international practices requires careful coordination. However, these challenges also bring significant opportunities. By building local capabilities, Saudi Arabia can enhance its self-reliance and resilience in defense. The localization efforts open up avenues for job creation, technological advancement, and economic diversification. Lockheed Martin is committed to working closely with Saudi partners to overcome these challenges and seize these opportunities, contributing to the Kingdom’s long-term strategic goals. In February this year, Lockheed Martin awarded two key subcontracts to Riyadh-based Middle East Propulsion Company (MEPC) and Jeddah-based Arabian International Company (AIC) for Steel. The subcontracts were for specific components in the THAAD Weapon System under a localization agreement between the Kingdom of Saudi Arabia and Lockheed Martin. Several other Saudi industry partners have also received subcontracts in support of these efforts. 

3. Can you provide specific examples of Lockheed Martin’s collaboration with Saudi partners, such as SAMI and GAMI, and the progress made in these partnerships?

Lockheed Martin has established strong collaborations with key Saudi partners like SAMI and GAMI. One notable example is our partnership with GAMI on the localization of missile defense systems, including the THAAD system. We are also working with SAMI on developing Maintenance, Repair, and Overhaul (MRO) capabilities for various defense platforms and SAMI-AEC, a subsidiary of SAMI, signed a strategic partnership with Lockheed Martin to officially designate SAMI-AEC’s Sniper Advanced Targeting Pod (ATP) Repair Center as the world’s premier, Middle East-based repair facility for Line-Replaceable Units (LRUs).

Other partnerships include our collaboration with Arabian International Company (AIC) forSteel which underscores our commitment to industrial localization and capacity building. Through this collaboration, AIC Steel has developed the capability to produce military ground defense systems. The significance of this achievement extends beyond the defense industry, with AIC Steel’s new manufacturing capabilities set to drive innovation across various sectors. By leveraging technology and expertise from Lockheed Martin, AIC Steel has introduced unprecedented manufacturing standards and processes, setting a benchmark for excellence in Saudi Arabia’s industrial landscape. This partnership serves as a catalyst for economic diversification and skills development, laying the foundation for a robust and sustainable industrial ecosystem.

Furthermore, our collaboration with Middle East Propulsion Company (MEPC) in producing parts for the Terminal High Altitude Area Defense (THAAD) system will further enhance local manufacturing and maintenance capabilities for various defense components, contributing to the overall growth of Saudi Arabia’s defense industry.

These partnerships have led to significant progress in transferring technology, building local expertise, and establishing joint ventures. For instance, we have launched projects to manufacture missile interceptor launchers and canisters within the Kingdom, demonstrating our commitment to industrial localization and capacity building.

4. What specific programs and technologies is Lockheed Martin offering in Saudi Arabia, such as the THAAD missile defense system and the Multi-Mission Combat Ship (MMSC)?

Lockheed Martin offers a wide range of advanced programs and technologies to Saudi Arabia. The THAAD missile defense system is a critical component of the Kingdom’s air and missile defense strategy, providing advanced capabilities to intercept and destroy ballistic missiles. The Multi-Mission Combat Ship (MMSC) is another key offering, designed to enhance the Royal Saudi Navy’s maritime capabilities. The MMSC features advanced sensors, weapons systems, and network integration capabilities, making it a versatile and powerful asset for naval operations. It was an honor to host RDML Sajer Al Enazi in Marinette, Wisconsin, for the laying of the keel of HMS SALMAN (826), the Royal Saudi Naval Force’s second Multi-Mission Surface Combatant. Additionally, we provide a variety of platforms and systems, including F-16 fighter jets, C-130 airlifters, and Black Hawk helicopters, which equip the Royal Saudi Air Force with advanced operational capabilities. Saudi Arabia is one of the largest operators of the C-130, and we are working with SAMI and GAMI to localize the MRO for these aircraft.

Additionally, SAMI-AEC, a subsidiary of SAMI, signed a strategic partnership with Lockheed Martin to designate SAMI-AEC’s Sniper Advanced Targeting Pod (ATP) Repair Center as the world’s premier Middle East-based repair facility for Line-Replaceable Units (LRUs). These partnerships reflect Lockheed Martin’s dedication to supporting Saudi Arabia’s Vision 2030.

5. How is Lockheed Martin fostering innovation and developing local talent in Saudi Arabia, including collaborations with universities and internship programs?

A: Lockheed Martin is actively fostering innovation and developing local talent in Saudi Arabia through various initiatives. We collaborate with leading universities such as King Abdullah University of Science and Technology (KAUST), King Saud University (KSU), King FahadUniversity of Petroleum and Minerals (KFUPM), Princess Nourah University, and Alyamamah University to support research and development programs. Our internship programs provide Saudi students with hands-on experience in aerospace and defense at our KSA office and at our innovation and technology hubs in the US. We also sponsor graduate students at KSA universities to complete their Master’s/PhD theses on areas related to Lockheed Martin programs, which we co-develop with our industrial partners in the Kingdom.

We’ve just launched our third summer internship program in KSA, and it’s off to a promising start. Five talented students have joined us at the Lockheed Martin Saudi Arabia office to work on three exciting projects in AI (Computer Vision and Pattern Recognition), Space (Lunar Landing Determination Tool), and Modeling and Simulation (Prepar3D). We are particularly proud to have three female students from Princess Nourah University (PNU) and King Saud University (KSU), along with two male students from KSU. The interns have already been introduced to the Lockheed Martin programs in KSA, our industrial participation efforts with local partners, and have received training on MATLAB, neural networks, and the Prepar3D toolset.

These efforts aim to nurture the next generation of Saudi engineers and technologists and ensurea sustainable pipeline of skilled professionals for the defense industry. By providing practical experience and advanced training, Lockheed Martin is committed to supporting Saudi Arabia’s Vision 2030 and fostering a culture of innovation and technological excellence in the Kingdom.

6. How does Lockheed Martin ensure a smooth transition for Saudi trainees into local defense research and development organizations or Lockheed Martin’s industrial partners?

A: Lockheed Martin ensures a smooth transition for Saudi trainees through comprehensive training and mentorship programs. Our internships and training initiatives are designed to provide practical, real-world experience that prepares trainees for careers in defense research and development. Our office is filled with Saudi talent, many of whom have successfully transitioned from our internship programs into key roles within the company and the broader defense industry. 

We work closely with local defense organizations and our industrial partners to align our training programs with their specific needs. By fostering close collaboration with Saudi institutions and industry partners, we create pathways for trainees to transition smoothly into meaningful roles within the local defense ecosystem. Additionally, we provide ongoing support and career development opportunities to help trainees integrate into the workforce effectively. Through these efforts, Lockheed Martin is committed to nurturing Saudi talent and supporting the Kingdom’s Vision 2030 goals by ensuring a skilled and prepared workforce in the defense sector.

7. What are the specific benefits of the MMSC for the Royal Saudi Navy, particularly in terms of its combat capabilities and network integration?

The Multi-Mission Combat Ship (MMSC) offers numerous benefits to the Royal Saudi Navy, enhancing both combat capabilities and network integration. The MMSC is equipped with advanced sensors, weapons systems, and communications technologies, enabling it to perform a wide range of missions, from anti-submarine warfare to air defense. Its network integration capabilities allow for seamless communication and coordination with other naval and joint forces, enhancing situational awareness and operational effectiveness. The MMSC’s versatility and advanced features make it a formidable asset for the Royal Saudi Navy, contributing to the overall security and defense posture of the Kingdom. 

Beyond the MMSC, Lockheed Martin provides Saudi Arabia with a variety of platforms and systems, including F-16 fighter jets, C-130 airlifters, and Black Hawk helicopters. These equip the Royal Saudi Air Force with advanced operational capabilities. Saudi Arabia is one of the largest operators of the C-130, and we are working with SAMI and GAMI to localize the MRO for these aircraft. 

Morocco:

8. What are the next steps for Lockheed Martin in Morocco in terms of expanding its presence, deepening partnerships, and contributing to the Kingdom’s defense and security goals?

A: Lockheed Martin is committed to expanding its presence and deepening partnerships in Morocco, a relationship that spans 50 years. Our next steps include strengthening collaborations with the Moroccan government and local defense industry to support the Kingdom’s defense and security goals. We will be participating in the Marrakech Air Show 2024, organized under the High Royal Instructions of His Majesty King Mohammed VI. 

Lockheed Martin aims to provide advanced defense technologies and solutions tailored to Morocco’s specific needs, including platforms such as the F-16 fighter jets, C-130 airlifters, and Black Hawk helicopters. The Royal Moroccan Air Force currently operates 23 F-16C/D Block 50/52 aircraft received from 2011 to 2012, and Morocco has been utilizing Lockheed Martin’s C-130s since 1974. We are proud of our long-standing support for Morocco’s defense capabilities.

Furthermore, Lockheed Martin is focused on capacity building and knowledge transfer through training programs and joint ventures, such as our collaboration with Maintenance Aero Maroc (MAM) for MRO of Moroccan Air Force F-16C/Ds and C-130H Hercules. We are dedicated to developing local expertise and enhancing Morocco’s defense capabilities. These efforts align with our ongoing commitment to Morocco’s security and our participation in the country’s strategic defense initiatives.

9. How will the acquisition of HIMARS and its supporting equipment enhance Morocco’s ability to counter security threats?

The acquisition of the HIMARS (High Mobility Artillery Rocket System) and its supporting equipment will significantly enhance Morocco’s ability to counter security threats. HIMARS provides highly accurate, long-range precision strike capabilities, allowing the Moroccan military to engage targets effectively. Its mobility and rapid deployment features enable quick response to emerging threats, enhancing the overall operational readiness of Morocco’s armed forces. The system’s versatility in engaging various targets, including artillery, armor, and fortified positions, makes it a crucial asset in bolstering Morocco’s defense posture and ensuring national security.

Egypt:

10. The US has a nearly 40-year strategic partnership with Egypt. How has Lockheed Martin contributed to strengthening this partnership?

Over the past four decades, Lockheed Martin has played a pivotal role in strengthening the strategic partnership between the US and Egypt. We have supplied Egypt with a wide range of advanced defense platforms and systems, including F-16 fighter jets, C-130 airlifters and Black Hawk helipcopters. These contributions have enhanced the operational capabilities of the Egyptian Armed Forces, enabling them to effectively address various security challenges. Lockheed Martin also provides ongoing support through training programs, maintenance, and upgrades, ensuring that Egypt’s defense forces remain capable and prepared. 

Moreover, earlier this year, Lockheed Martin joined the Egypt International Airshow (EIAS) as a Platinum Sponsor. The event, taking place on 3-5 September 2024 at El Alamein International Airport, highlights Egypt’s efforts to modernize its aerospace industry and provides a unique platform to meet key Egyptian defense and aviation organizations, including the Ministry of Defence, Egyptian Air Force, Ministry of Civil Aviation, Egyptian Space Agency, and EgyptAir, all in one place. 

11. President El-Sisi’s visit to the Lockheed Martin booth at EDEX signifies a strong relationship. How does Lockheed Martin plan to leverage this relationship for future collaborations?

President El-Sisi’s visit to the Lockheed Martin booth at EDEX highlights the strong relationship between Lockheed Martin and Egypt. We plan to leverage this relationship by continuing to provide cutting-edge defense solutions that meet Egypt’s evolving security needs. Future collaborations will focus on expanding our support through advanced technologies, including integrated air and missile defense systems, command and control solutions, and next-generation aircraft. We are also committed to deepening our engagement in capacity building and technology transfer initiatives, helping to enhance Egypt’s self-reliance in defense and contributing to the broader strategic goals of our partnership.

It’s worth noting that earlier this year, our Regional Space Director Abdullah Alajmi from Lockheed Martin Space and I had the pleasure of meeting with the Egyptian Space Agency (EgSA) CEO, Prof. Dr. Sherif Sedky. I was inspired by EgSA’s capabilities and ambitious plans, and I am excited about potential future collaborations and the opportunities they may bring. 

12. Lockheed Martin has supplied aircraft to Egypt. Can you discuss the importance of diversifying the defense equipment offered?

A: Diversifying the defense equipment offered to Egypt is crucial for several reasons. Firstly, it enhances the operational flexibility of the Egyptian Armed Forces, allowing them to address a wide range of security challenges effectively. By providing a diverse array of platforms, from aircraft to missile crafts and advanced missile defense systems, we ensure that Egypt has the tools needed to defend its sovereignty and maintain regional stability.

Lockheed Martin has been a steadfast security partner to Egypt and the broader MENA region for nearly 50 years, supplying critical defense assets such as the F-16 Fighting Falcons, C-130 airlifters, Black Hawk helicopters, and various missile crafts. Our technologies play a pivotal role in deterring geopolitical threats and enhancing interoperability between the U.S. military and its key allies. The Egyptian Air Force operates about 240 F-16s, making it one of the largest F-16 operators in the world, and our partnership includes plans to upgrade this fleet. Furthermore, Lockheed Martin’s C-130 tactical aircraft have been a key component of the Egyptian Air Force’s airlift capabilities since the 1970s.

In March this year, we held discussions with Egypt’s Minister of State for Military Production to enhance cooperation through local manufacturing, technology transfers, and the development of human capabilities. We are committed to creating strategic partnerships and building advanced defense systems in Egypt. For example, the collaboration on the Sniper Advanced Targeting Pod (ATP) Repair Center in Egypt aims to enhance local capabilities and support the country’s defense infrastructure. 

Additionally, diversifying defense equipment supports Egypt’s strategic goal of building a robust and versatile defense capability, essential for responding to both conventional and asymmetrical threats. This approach fosters innovation and technological advancement within Egypt’s defense industry, ensuring that the nation is well-equipped to handle current and future security challenges. By maintaining a diverse and advanced defense arsenal, Egypt can better protect its national interests and contribute to regional stability.
